From the President – Colorado Safe Personal Care Products Act

Colorado has proposed a bill known as The Colorado Safe Personal Care Products Act, it was introduced by the Colorado Women’s Lobby under the Campaign For Safe Cosmetics. If passed, Colorado will place a ban on all personal care products that contain carcinogens or reproductive toxins, placing $5,000 to $10,000 fines on any manufacturer that violates this ban. The Bill is numbered HB10-1248.

The problem with this bill is that it is so broad and vague and the penalties so stiff that small businesses may no longer be able to do business in Colorado.

The bill is currently in the House Judiciary Committee and is sponsored in the house by Dianne Primavera, Dennis Apuan, Joe Miklosi Cap and Karen Middleton.

Some talking points:

Will acceptable limits be set for ingredients that are considered safe unless used in large quantaties?

What is the “Successor Agency” of the EPA, an “authoritative body” as written in this section of the bill:

“THE GENERAL ASSEMBLY (23) DECLARES IT TO BE IN THE BEST INTEREST OF THE PEOPLE OF THIS STATE (24) TO TAKE STEPS TO ENSURE THAT PERSONAL CARE PRODUCTS SOLD AND (25) USED IN THIS STATE ARE SAFE AND DO NOT CONTAIN SUBSTANCES THAT (26) CAUSE CANCER OR REPRODUCTIVE TOXICITY.” HOUSE BILL 10-1248″

Soap is not specifically mentioned or exempted, will true soap be exempted from this bill?

  1. It makes me wonder how long it will be before it reaches us over here in the UK. I’m betting it will put some of my favourite companies out of business both over here and in the US. I don’t support the big companies I support the smaller ones that do their best to give us safe cosmetics that are not tested on animals. It seems these are the ones that will be hit hardest. I’m not amused, for the first time in my life I’ve found products that work, then i’m in danger of losing them!
